队列往返基线（1223/988µs）属分片时代数值：发送分块握手对该路径逐位不变 → 机制上无影响，但严格重锁需跑一轮 Phase 13（需台架 + PC peer）。下次 Phase 13 窗口顺带重锁即可；低风险（10 ms / 100 ms 阈值余量 >8×）。
