refactor(编号): 撤掉开机账本用例的族登记——定义位只留测试说明篇一处

道F 的判断成立且用机器验过：把 TC-HOST-BOOTSTAT 从 registry 撤掉后 check_ids --strict 仍 rc=0，
说明那 21 个号靠 开机账本单元测试说明.md 一处就够定义，族不提供任何额外判定，只多了一个
「改起来更便宜」的落点。代价是失去该族游标；接受，因为文档路线更严（加号必须写一行判据，
游标只拦号码大小）。族数 100 → 99，id-check 与 doc-links 均 rc=0。
